Can you use this for making a curry instead of can coconut milk?

Yes! Since it does not contain moisture your curry will be a lot thicker than with canned coconut milk. Of course you can always add water to thin out if desired.

strudel for a lemongrass ice cream comes to mind, as does adding some coconut flavor to the shortbread base of a lemon bar is sounding inspirational to me as well

You can try, but the fat in the coconut milk powder may deflate the foam
